Excel option buttons: two of them keep changing together?

I have one option group box. Inside of that I have two option buttons. Each option button is linked to the same cell. Each option button exists totally inside the group box, and they do not overlap one another. A cell value of 1 ends up highlighting both option buttons at the same time, and any other value un-highlights both. If I click either button while un-highlighted, they both activate. I cant un-highlight either except by manually changing the value of the linked cell or by going into the either option buttons settings, but then they both un-hightlight at the same time. I cannot separate these two option buttons from acting as a single button. I want them to be linked, but having opposite values: one highlighted and the other not. I want to be able to use these buttons like they were intended - when one is highlighted, the other un-highlights, and vice versa. But that is not how it is working.
