How to raise a newborn puppy (chihuahua) without the mother?

Buy a rubber glove like the ones used when washing dishes. Make sure it is durable and not flimsy. Cut a small hole in one of the fingers and fill it with milk. they will suck on it. weird, I know... but my dog died from having 13 puppies and this is what we did.
