Photo editor that allows clicking on images to highlight automatically.?

I am looking for a photo editor that will allow me to click on a part of the photo and have it automatically highlight that part to cut or copy. Example: A image has several icons or individual pictures, and i would want to click on certain icons or pictures and remove them.
