Does the hairdresser have stuff to make electric blue highlights?

I want to dye my hair black and get electric blue highlights. Before you say anything, I know it damages my hair, but I don't do it as much as some people do so I believe my hair is fine. All I want to know is how I can get electric blue highlights. I tried getting neon green highlights but they didn't stay in as long as they were suppose to. Advice to ya'll: don't get the Hot Topic squishy highlight stuff. I love Hot Topic, but that is one product I regret having my old hair stylist buy.
